About Enhanced Life Options

Enhanced Life Options Group (ELO) has been serving individuals with disabilities and their families through Special Needs Trust (SNT) services since 1993. The organization was founded by attorney John S. Kitchen, a nationally recognized leader in the field of Special Needs Trusts. John’s professional work was deeply informed by personal experience—he understood firsthand how a properly administered Special Needs Trust could support a meaningful life while preserving eligibility for essential public benefits.

Early in ELO’s history, John hired Nina Hamberger, who became an integral partner in the organization’s growth and success. Together, over many decades, they built Enhanced Life Options into the State of New Hampshire’s probate-court-approved nonprofit agency for Special Needs Trust administration. ELO also provides Special Needs Trust services for beneficiaries in the State of Vermont.

John played a key role in the drafting of New Hampshire’s Special Needs Trust statute and has authored scholarly works addressing multiple aspects of Special Needs Trust law. Both John and Nina were frequent presenters at national conferences and were widely respected for their commitment to advancing high-quality trust administration and advocacy for people with disabilities.

After John transitioned to private legal practice in Manchester, New Hampshire, Nina continued to lead Enhanced Life Options until her passing in September 2025. John remains actively connected to ELO as an advisor. Although retired from the practice of law, he continues to maintain office space at ELO, where he focuses on writing his next book.

As a 501(c)(3) nonprofit organization, Enhanced Life Options is structured to serve individuals with disabilities across generations. Our team brings more than 37 years of combined experience in Special Needs Trust administration and is committed to providing knowledgeable, compassionate guidance. We are here to answer your questions and to assist in establishing a trust that best aligns with your individual needs and goals.

In addition to Special Needs Trust services, ELO also serves as a NH Representative Payee for Social Security benefits, and assists trust beneficiaries with advocacy and applications for needs-based public benefits, as well as referrals to other social services and community-based programs.
